Governance and Tourism Institutions in Conservation Units in Creation: case study of the Mangues do Potengi State Park - RN

Abstract

After the creation of the Ministry of Tourism (2003) several measures were taken to encourage the decentralization of public management in tourism (Brazil). The creation of conservation units in the country has been an alternative adopted when considering ally preservation and tourism. The objective of this work is to evaluate the performance of the public and third sector sectors in the process of creation of the state conservation unit Parque dos Mangues do Potengi. In order to reach the stated objective, the approach will be qualitative, through bibliographical, electronic and documentary research. The data will be analyzed according to the analytical matrix of governance of tourism instances proposed by Nóbrega (2015). The process of creating the UC is still in the initial process of creation, and it can be observed that there is little interaction among the members of the instance, in many cases, the actors acting individually according to their interests. There are many conflicts, but there are few efforts to act together in order to succeed in this planning process in a participatory manner.
