Abstract

The creation of protected areas has been increasing all over the world, but the management models that are normally used aren’t effective. Therefore, due to the problems, creating and managing these areas within the parameters of sustainability becomes a difficult challenge. According to the legal deliberations, the participation of local communities in the process of creation and management of this protected areas had to be ensured, and this isn’t reality yet. Taking into consideration the advantages that the models of management based networks can bring to these areas, this research tried to analyze the management of the Natural Park “Forte de Tamandaré”, Brazil. To do this we must analyze the relationships among actors involved in the management, believing that the efficiency and effectiveness depend on the park’s management model and the kind of organizational structure. Given the weakness and inefficiency of this area, this research demonstrates that there is already a network of organizations that manage the park, but still not effective due to non-perception of stakeholders about the benefits of this management model. However, demonstrates that the model-based networks can ensure a participatory and democratic management.
