O papel do Plano Diretor na constituição das políticas públicas para o turismo: Um estudo da cidade de Gramado, Rio Grande do Sul (Brasil)

Abstract

This study proposes to identify the role of the Integrated Development Master Plan (PDDI) of the brazilian city of Gramado, in the construction of its touristic public policies. The analysis uses the conceptual model proposed by Ritchie and Goeldner (2009) and Elliot (1997), which enables to identify the touristic philosophy and management model adopted by the city. The article presents also a theoretical-conceptual discussion regarding public policy, management
and tourism planning, as well as a presentation of the main aspects of the city of Gramado and its Master Plan. As a result, it is observed that applying Ritchie and Goeldner´s model allows the identification, in the city’s Master Plan, of the macro policies adopted by the city of Gramado, but the uniqueness of the destination may confine the transferability of this experience to most Brazilian regional tourism inducing poles.
