In this sense, we analyze some of the main theoretical contributions that intersect the concepts of city, governance and diversity, in order to define some research axes that could support the construction of an intersectional research program that is based on these three key concept. On the one hand, the National Health Service is advocated as a supporter of the quality of life and well-being of citizens and, as such, its existence must be maintained as a pillar of the country’s development. On the other hand, the role of the State in the provision and management of health services is criticized, demanding accordingly a change of the existing model. Both arguments, nevertheless, tend to focus more on healthcare per se and its problems related&nbsp; both to the financial sustainability of the health system and to the lack of patients’ empowerment, and much less on the persisting health disparities, which can exist across many determinants, such as gender, age, socioeconomic status and geographic location, and may also be a result of other policies outside the boundaries of the health sector. More specifically, it analyses the challenges that come with implementing this type of methodology to address the increasing complexity of contemporary urban systems. This complexity stresses the need for decisions to be based on technically sound information and procedures, and on approaches that integrate different dimensions and data sources to increase the legitimacy, transparency, and flexibility of urban policies. Three fundamental issues are addressed. First, urban transformations are analysed at different scales, highlighting the factors that are most relevant for understanding them. Second, the importance of decision support systems for spatial planning is discussed, considering the different planning paradigms and the demands placed on devising and implementing urban policies.
