The role of associations in the dynamics of industries: services or lobby?

This study analyzes the role played by business associations and the Portuguese Tourism Confederation (CTP) to influence public policies, specifically in a legislative agenda to reduce the Value Added Tax (VAT) on food and beverage services. Using a qualitative methodology, the results obtained in the interviews allow us to conclude that, as evidenced in the literature, associations can assume an important role influencing the public sector, which can be conditioned by the fragmentation of associativism, since the political influence of associations will be as stronger as its representation and consensus capacity. There are several strategies adopted by the associations, such as National Assembly proposals or contacts with political parties, being the lobby the CTP main mission.
