Creative tourism as the basis for policies focused on local sustainable development: The case of Brasilia and Recife - Brazil

Tourism plays an important role in the formation of territory's GDP, highlighting its potential for generating economic growth. In the cities, this sector of economic activity has been recognized for its role in sustainable development, which calls for its integration within the scope of planning and management of municipalities, making public policies important instruments to promote urban tourism. In this context, this study aims to carry out a comparative analysis between the creative tourism plans implemented in the cities of Brasília and Recife, both in Brazil, seeking to show similarities regarding their structuring elements; as to the focus on the manifestations of culture and creativity and in terms of public and private planning, to generate new elements to support actions in this field by other places. As a methodological procedure, the content analysis technique of the Creative Tourism Plans of Brasília (2016-19) and Recife - Creative Tourism Plan (2018-2021) is used. It became evident that the Plans have significant similarities. Both have as main objective the use of culture and creativity as strategic resources in actions that involve the creative economy and foster creative tourism, to enhance local sustainable development.
