Barcelos, Cidade Criativa da UNESCO: um modelo de governança para o desenvolvimento sustentável deste destino turístico

Abstract
Creative Tourism offers to visitors the opportunity to develop their creative potential through active participation in experiences characteristic of the cultures of the destinations. The main objective of this paper is to propose a governance model that contributes to the sustainable development of creative destinations. In this sense, a review of the literature on the subject under study and a collection of primary data were carried out, through semi-structured interviews with ten heads of some national “DMOs”. It is argued that the role of stakeholders and the digitization process of “DMOs” emerge as fundamental for an intelligent governance of tourist destinations. It might be concluded that Barcelos, UNESCO Creative City, needs to implement an intelligent governance structure, which involves all stakeholders, namely the Association of Artisans of Barcelos, the gastronomic Confraria o 'Galo de Barcelos', the City Council of Barcelos, among others.
