Refusing the deterministic thesis which supports a one-way path to the tourism development and planning, the authors argue instead in favour of the need to rethink the sequence of the planning process through, namely, the up-to-date identification of both potentialities and threats. This process will involve a procedure which conveys interests and efforts aiming the tourism process's success in a sustained way, changing the tourism resources into a surplus value to both, host populations and visitors.
