The construction process of the legal basis and institutional structure of tourism in Brazil: a historical perspective (1938-2014)

This paper analyzes the history of construction of public tourism policies in Brazil based on its legal and institutional dimension. The approach has as reference the federal tourism legislation and institutional organization of the sector throughout history. Based on the literature review and documentary research of legal instruments produced between 1938 and 2014, seeks to understand and describe the historical process of regulation of the activity. As a result, is presented an overview of this trajectory, composed of the steps defined in theoretical foundation, which believes it can contribute to a better understanding of the development process of the Brazilian tourism.
