Portugal – China Cooperation in the Industrialization of PSAC within the BRI Scope

Abstract

The Portuguese-speaking African Countries (PSAC) are developing countries, with high levels of poverty, while at the same time showing a high potential for development. However, they have little tacit knowledge of development processes and continue to fail to promote their self-development, thus requiring external cooperation. The financial aid (ODA) received from the EU and countries like Portugal has had beneficial effects on health and education, but it has been a disaster in terms of economic development.

BRI has a different approach, based on interactive cooperation, in which countries that agree to cooperate start by building the infrastructure necessary for the development of key sectors of the economy and plan joint projects of connectivity. Portugal and some PSAC have already signed an MOU within the scope of BRI, which may include multilateral projects, namely including China, Portugal and the PSAC. The question that arises is: in which sectors can Portuguese and Chinese companies cooperate with the PSAC in terms of BRI? In this study, we analyse the PSAC Development Plans to identify which sectors they consider to be priorities for their development and, we focus on the sectors in which Portugal and China invest the most in the PSAC, and how they manage to define the sectors of cooperation.
