Abstract

This paper discusses a methodological framework for socio-economic evaluation of providing advanced telecommunication services in rural and peripheral areas. In the initial part all the steps necessary to produce a tecnoeconomic evaluation of advanced telecommunication services are identified considering both demand and supply aspects. Afterwards, economic outputs concerning telecommunication project investments are presented, for the ADSL (Asymmetric Digital Subscriber Line), VDSL (Very high speed Digital Subscriber Line) and LMDS (Local Multipoint Distribution Systems) technologies in four rural areas of Portugal; these results are achieved with the support of a custom-designed techno-economic tool. The results show that in some of the regions under study,subsidisation may be required to reach minimum penetration rates.
