Participatory processes of civil society in tourism instances: Forums and councils

Abstract

The presented work highlights the growing importance of citizen participation in political and social decisions in Brazil, especially after the Federal Constitution of 1988, which decentralized public management. In the context of tourism, decentralized management allows different regions to seek development alternatives adapted to their reality. Forums and councils play a fundamental role in expanding social participation in the administration of regional tourism. The research aims to analyze how participatory processes influence the structuring of these councils and forums in Brazil, investigating practices, challenges, and impacts on the effectiveness and representativeness of these instances. The methodology involves a systematic literature review, documentary research, and content analysis, with an exploratory and descriptive approach. Expected results include a deep understanding of the participatory dynamics in the formation of these instances, contributing to the strengthening of democracy and representation. The study acknowledges challenges related to the composition and performance of participative institutions and emphasizes the importance of qualified advisors for effective social control. It concludes that enhancing the representativeness and effectiveness of these instances is crucial for a more inclusive and democratic tourism management, aligned with the principles of decentralization and participation.
