The paradiplomacy present in territorial restructuring

A case study based on the creation of the Binacional Sports Calendar between Uruguay and Brazil

Abstract

This work is part of the actions already developed through the Binational Border Integration Agenda, coordinated by the Associação Civil Uruguaia Clube Fronteira, which develops activities in the areas of education, culture, environment, sport and tourism. The project to create the Binational Sports Calendar will provide insight into the reality of twenty-six municipalities, Uruguayan and Brazilian, which are currently part of the actions of the Binational Border Integration Agenda. However, there is a need to create a Binational Sports Calendar, thus proposing a regionalization of tourism between Uruguayan and Brazilian cities through sporting events. To achieve this, it was necessary to develop qualitative research in an exploratory manner in order to understand the reality of municipal public management, the carrying capacity of municipalities, which actors practice sports and what modalities exist. Armed with this information, the aim is to move beyond the informality of the project, going beyond subnational actions in search of diplomacy between regions, promoting the creation of the Binational Sports Calendar, its dissemination and a possible instance of tourism governance.
