Abstract

The Family Health Strategy emerged initially as a program to assist low-income families, and due to the success of its interventions, it turned out to be the main proposal of the government to change model of health care in Brazil. The care teams were constituted mostly by doctors, nurses and support staff. It was felt, however, that oral health was a key component of health and the actions inherent to it demanded the inclusion of new professionals. The purpose of this study was to analyze the process of inclusion of oral health team in the Family Health Strategy in a large Brazilian city to identify the applicable standards of care model analysis and implementation of actions in other locations and circumstances. We used qualitative methodology with triangulation of documental analysis, interviews and field journal. Six analytical categories of process were identified: actors’ process, administration, communication, personnel capacitating, barriers and facilitators and financing. It is highlighted the importance of the social and historical actors context, besides the public policies which can induce changes in the models of attention, as well as the local political decision. The most relevant category was ‘political and administrative processes’, with emphasis on management.
