The present research presents as main referent the current educational policy, implemented in 2005, which made Health Education a area compulsory in all schools and at all levels of education, and aims to understand how Health Education projects are being planned, particularly if their preparation is being supported by some modeling. Having as theoretical referent the valuation model Context- Input-Process-Product, proposed by Stufflebeam, 1960, for evaluating projects, we elected our problem: how far can this evaluation model contribute to an evaluation framework of Health Education Projects in schools and help in their development envisaging a higher efficiency? The qualitative methodology proved to be the most appropriate to the interpretive nature of the study. The procedures used involved Health Education Project of 20 primary and secondary schools in the metropolitan area of Porto and finally, individual interviews with 6 directors and 6 coordinator health education project. The documents were analyzed using document analysis and for the interviews data content analysis was used. The results of this research show that: Health Education is an emerging timeless subject, with potential at the curriculum level; schools follow the related regulations in the preparation of projects; the need and importance of contextual referents of each school in particular is indisputable for the efficacy of projects; most of the work is centered on teachers, making it difficult to implement some activities and invalidating others, jeopardizing the success of the project; the target population is rarely consulted, focusing on core areas as defined in the regulations, although Health Education Project do not follow any modeling they naturally include elements of already tested evaluation models.
