Internações Sensíveis à Atenção Primária: uso de ferramenta decodificadora para estudo das percepções dos profissionais da saúde, São Paulo, Brasil

Abstract

In Brazil, due to the implementation of the Unified Health System, in recent years there has been growth in the supply of services in primary care, indicating the expansion of access to these services. One of the challenges to deal with health needs of the population has been evaluating and monitoring these services. The Brazilian list of hospitalizations for primary care sensitive conditions is one of the instruments for this review. The aim of this study was to understand how health professionals perceive the hospitalization of users under their monitoring with diagnoses that are part of this list. It is a descriptive study, a qualitative, performed in São Paulo with professionals of the Family Health Strategy; which provided the data through interviews. Particularly in this study wants to highlight the capability of a decoder tool applied to the discourses. The tool proved to be potent in this study, in that it emphasized the material collected the most significant structures, aiming at analyzing what is subjective perception of professionals. The study found that the perception of these professionals hospitalizations occur due to several factors, including: poor education of users; difficulty of users to understand the recommendations and adhere to treatment; users have habits unhealthy eating; and others difficulties arising from environmental and socioeconomic factors. Admit that primary care alone is not sufficient to tackle the health problems. The study shows that healthcare practices are founded on theories that are limited to the understanding of the social determinants of health and disease process. Interpreted this way, interventions are reduced, limited and weak coordination with the larger whole to which the phenomenon is enrolled.
